Proposed Legislation

Real Bills. Not Slogans.

Two pieces of work already on the table — a property tax relief bill drafted and ready to introduce, and a resolution accepted by the South Dakota Democratic Party.

Bill — Drafted & Ready

I Didn't Just Talk About Property Taxes. I Wrote the Bill.

By Austin Wolf · Mar 30, 2026

There's a conversation happening all over District 6 right now.

Tea.

Harrisburg.

Southern Sioux Falls.

It usually starts the same way:

"Did you see your property tax bill this year?"

And it usually ends the same way:

A shake of the head… and no real answer for what to do about it.

Here's the truth no one wants to say out loud

This isn't happening because people are doing better.

It's happening because we're growing faster than our system was built to handle.

New homes.

New families.

New schools.

New infrastructure.

Growth is a good thing.

But right now — the cost of that growth is being pushed onto the people who are already here.

I'm a plumber. I fix problems for a living.

And I've been watching this build for years.

Every job. Every house. Every conversation.

Same concern: "How long can we keep up with this?"

So I decided to do something different.

I didn't just talk about it.

I didn't wait until I was elected.

I wrote the bill.

A real, structured proposal that could be introduced in the South Dakota Legislature.

Because if you're serious about fixing something — you start before you have the title.

What this bill actually does

1. It lowers property taxes where growth is hitting hardest

If you live in a fast-growing school district like Harrisburg or Tea, you receive a direct credit on your property tax bill.

No forms. No waiting. No confusion.

You see it immediately.

2. It targets the real problem: rapid growth

This isn't a blanket policy. It specifically applies to districts that are:

  • Growing fast
  • Adding hundreds of students
  • Expanding rapidly

Because that's where the pressure is.

3. It protects schools

This is critical.

The credit is:

  • Paid for by the state
  • Reimbursed to local governments

So:

  • Schools don't lose funding
  • Teachers aren't affected
  • Services stay intact

4. It's transparent

The credit shows up directly on your tax bill.

The state tracks it.

Annual reports are required.

No games. No hidden math.

This is what leadership should look like

Not: "Elect me and I'll figure it out."

But: "Here's exactly what I will do."

Final thought

Growth is coming.

That's not the question.

The question is: Are we going to manage it… or let it price people out of their own homes?

I know where I stand.

I don't just talk about fixing problems. I've already started.

Resolution — Submitted & Accepted

Resolution Accepted by the South Dakota Democratic Party

Authored by Austin Wolf

I authored a resolution that was formally submitted to — and accepted by — the South Dakota Democratic Party. It puts on the record what I believe District 6 should be fighting for, and what kind of representation working families deserve.
